Use of planning obligations in funding Crossrail
Public consultation on draft alterations to the London Plan and draft supplementary planning guidance
Crossrail is vital to London’s continued competitiveness and success, and the Mayor is committed to doing all he can to ensure
it is delivered to time and budget. The contribution towards the cost of the project that could be secured from development
through S.106 obligations is a relatively small but nevertheless important part of the funding package agreed with Government.
Taking these alterations forward is essential if this vital piece of infrastructure is finally to go ahead. Initial consultation
with the Assembly and Functional Bodies took place between December 2008 and February 2009 and the Mayor has amended his proposals
in light of a number of the consultation responses he received.
On 18 May 2009, the Mayor launched a twelve week public consultation exercise on his proposed alterations to the London Plan, accompanying draft supplementary planning guidance (SPG) and an independent Integrated Impact Assessment (IIA) undertaken by Entec UK Ltd on behalf of the GLA. The draft alterations show which London Plan policies are proposed to be altered (by amending existing policies and putting forward new policies) to make explicit the requirement for S.106 obligations to contribute towards the funding of Crossrail.
The deadline for any comments is Monday 10th August 2009.
All comments will be forwarded to the Examination in Public (EiP) Panel. The EiP Panel, not the Mayor, will decide which topics are discussed at the EiP and who will be invited to participate in the EiP. The Panel will hold a preliminary meeting in September 2009 and the Examination in Public itself is planned for December 2009.
